The difficulty lies in the conversation you can portray and the musical direction of the repeated notes and phrasing, they are everywhere and unless they say something and are part of an overall musical statement and phrase this movement will fall dead in my opinion.

Tempo choice really needs to be thought out. Choose one that works musically for you with all the considerations of the movement ie the musical conversation, is it elegant and holds grace, can you make the repeated notes work musically at the tempo etc. Personally, and it is just my musical taste, I think Allegro in this case is just that a brisk lively tempo not presto where everything sounds like it is being spat out like a machine gun.
